The origins of the “pirate accent” arise in Cornwall and the West Country of
England. It is there that many of the characteristic accents and utterances (like “Yarr”) were born.
International Talk Like a Pirate Day is September 19 of each year. It began in 1995, a hallowed date. It first became popular when its founders, Mark Summers and John Baur (aka Cap’n Slappy and Ol’ Chumbucket) wrote about their invented holiday to humor columnist Dave Barry, who publicized it. Since Barry is widely-read, the idea quickly spread.
